MATHIEU MENARD brings nearly a decade of planning experience to Green Mountain, working on all facets of planning from development review to leading comprehensive planning processes in Montana and Washington. He has experience drafting comprehensive plans, housing plans, and active transportation plans, setting planning actions and goals, engaging communities in the planning process, creating and updating town processes, drafting reports, historic preservation, and managing meetings. Mathieu studied at University of Colorado Denver’s Master of Urban and Regional Planning program and holds a Bachelor’s degree from Colorado College.

KATRINA MENARD has over seven years of experience coordinating policy for the United States Senate, including five years in Senator Sanders’ office and two years on the Senate Budget Committee. In this role, Katrina oversaw the Budget Committee’s housing and transportation work on the Infrastructure Investment and Jobs Act, Build Back Better Act, and the Inflation Reduction Act. From 2021 to 2024, Katrina led Senator Sanders’ policy work on transportation, housing, telecommunications, first responders, and FEMA, including helping to coordinate the federal response to statewide catastrophic flooding in Vermont. Before working on federal policy, Katrina assisted with transportation and agricultural policy at the state level. Katrina is completing her Master’s in Sustainable Transportation at the University of Washington’s School of Engineering, and holds a Bachelor’s degree in Community Development from the University of Vermont.
